The problem with the manual, at least as far as display brightness is concerned, is that it doesn't tell you that you need to have the lights switched on to adjust the night-time setting or that there are two seperate settings for light-on and lights-off.

It took me a while to find the answer.

You are quite correct - no reference is made to the brightness adjustment being made with the lights on for C5.

For the C4 Cactus the instructions are slightly plainer;

Instruments
Lighting dimmer
Permits manual adjustment of the brightness of
the instruments and controls to suit the ambient
light level.
Only works when the vehicle lamps are
on (except daytime running lamps) and in
night mode.
This function can be accessed by the touch screen.
F Select the "Settings" menu.
F Then press the "Brightness" button.
F Select the "Configuration"
menu.
F Then press the "Screen configuration"
button and select the Brightness" tab.
F Adjust the brightness by pressing the
arrows or moving the cursor.
The brightness can be adjusted differently
for day mode (lighting control stalk in
position "0") and night mode (lighting
control stalk in any other position).
