Not sure about the stop and start but on my 2018 c3 aircross the radio also turns off after 1 minute if the engine is off, I believe it’s something to do with the radio being wired to the starter motor battery and is expected behaviour. I’m pretty sure the blinds come with the family pack. I don’t have the sunroof but I have them and the only extras I have are the city and family pack.
